Many people in the UK with learning impairments and literacy difficulties are developing skills to enable them to live more independently, to have more fulfilling lives and to achieve a degree of economic independence. There has also been a change in attitude towards people with learning impairments, particularly in looking at what they can do rather than what they cannot do. Key to their success and independence is providing information and enabling communication in accessible form. This has resulted from past legislation and actions, for example the closure of large, long-stay care institutions and the Disability Discrimination Act.

The UK's Disability Discrimination Act (DDA) places an obligation on all organisations to ensure that any services they provide for members of the public are extended equally to people with disabilities, including those who have difficulty in reading or understanding the meaning of words.
